For over a decade, the MY Denver Card has served as a “key to the city” for Denver’s youth. By providing free, year-round access to the city’s 30 recreation centers, 29 swimming pools, and dozens of libraries, the program has become a foundational piece of Denver’s urban infrastructure. Now, new legislative efforts are underway to scale this model across Colorado, potentially turning a local success story into a statewide mandate for youth enrichment.
In Denver, libraries and recreation centers aren’t just neighboring buildings; they are a coordinated network designed to bring in youth. The Denver Public Library (DPL) system has transformed its branches into “high-tech town squares” through its ideaLABs. These makerspaces provide free access to professional-grade tools like laser cutters and recording studios, but the library’s utility extends far into the physical world through its “Library of Things” initiative. Beyond books, a DPL card allows residents to check out bike repair kits to keep their commute on track, or Colorado State Park passes that turn a library visit into a weekend mountain expedition.
Complementing this intellectual playground is Denver Parks and Recreation (DPR), which manages a massive footprint of 30 recreation centers and 29 pools. These centers provide a space for physical development. Through the MY Denver Card, these locations offer more than just open gym time; they host organized youth sports leagues, adaptive recreation for students with disabilities, and safe after-school programming. By weaving together DPL’s digital resources and DPR’s physical infrastructure, Denver has created a blueprint for urban living where the “third place” isn’t a luxury—it’s a city-wide right.
The strength of the MY Denver Card lies in its integration. According to the City and County of Denver, the card isn’t just a pass for a gym; it is a unified access point for the Denver Public Library (DPL) and the city’s broader recreation network.
At its core, the card functions as a standard DPL card, granting students ages 5 to 18 access to books, digital media, and specialized ideaLAB makerspaces. By linking library services with physical recreation and cultural admission (including the Denver Art Museum and the Denver Zoo), Denver has created a social infrastructure that treats youth development as a holistic public service.
While Denver residents have long benefited from this connectivity, Colorado House Bill 26-1055 seeks to address what lawmakers call “opportunity deserts”—geographic areas where youth lack equitable access to cultural, arts, and recreational facilities.
